Roses freezes 2027 taxes, adds plusvalua inheritance relief
Roses town council will not raise any municipal tax rates in 2027, continuing the freeze it has applied in recent years. The only change on the tax side is a new 15% discount on the plusvàlua for certain inherited homes.
The freeze covers all five municipal taxes. These are the IBI (the annual property tax), the vehicle circulation tax, the plusvàlua, the IAE (the business activity tax) and the ICIO (the tax on construction and building works). The plusvàlua is the municipal tax charged on the increase in land value when a property changes hands, including through an inheritance.
New 15% discount for heirs
The new discount is meant to help families with the costs of accepting an inheritance. It reduces the plusvàlua bill by 15% when a home passes on death to close relatives. These include first-degree descendants and ascendants, adopted children, adoptive parents and spouses.
The discount only applies to properties registered for residential use that were not the deceased person's main home. Main homes are already covered by a much larger existing discount of 95% on the plusvàlua.
Joana Pérez, Roses councillor for Economy and Finance, said the measure responds to "a situation that can mean a significant financial burden for families when they have to deal with an inheritance." She added that cutting the plusvàlua bill by 15% in the cases set out in the bylaw "will help to make these transfers of assets easier."
Fees rise in line with inflation
Municipal fees, unlike taxes, will go up. Most will rise by 2.9%, matching the year-on-year consumer price index (CPI) for December 2025.
There are two exceptions. The water charge will increase by 2.07% and the sewerage fee by 1.87%. The council says these updates reflect the rising cost of providing the services.
Clearer rules for taxpayers
The 2027 changes to the fiscal bylaws, known locally as ordenances, also aim to make the rules easier to understand. The council has rewritten several sections to give taxpayers more information and legal certainty.
The reworded points cover how days are counted, the tax calendar, payment of receipts by direct debit, seasonal services and the use of public roads and pavements.
Several fees have also been revised to match the services the council actually provides. The rules for the tow truck and the municipal vehicle pound now cover bicycles, cycles, personal mobility vehicles such as e-scooters, caravans, motorhomes, lorries and coaches. Fees for administrative procedures and for the use of municipal facilities have also been updated.
The Bigger Picture
For homeowners in Roses, the message is stability. Property tax, vehicle tax and the other municipal taxes stay at their current rates for another year. Day-to-day service charges such as water will still cost a little more.
The new plusvàlua discount is aimed at a specific group. It helps families who inherit a second home, a holiday flat or a rental property from a parent or spouse. On a coast with many second homes, including properties owned by international families, this group may be larger than in inland towns. A 15% cut is still modest compared with the 95% relief for main homes, so heirs should not expect it to remove the bill.
Municipal budgets across the Alt Empordà have been under scrutiny this year, as seen when Castelló d'Empúries was spared a financial plan under a new decree. It is worth watching whether neighbouring councils follow Roses with similar inheritance relief. It is also worth watching whether tax freezes become a wider pattern as the 2027 local elections approach.
